Philip R. Hager has enjoyed a diverse career in planning, zoning, land use, environmental restoration, and public policy analysis at the local, regional, state and Federal government levels.  He also has prior private sector experience as a professional land use, location analysis, and water resources planning consultant.

During his more than three-and-a-half-decade career, he has served as Director of Long-Range Planning in Worcester County; as Executive Director of the Planning & Zoning Commission of Allegany County; as Director of Land Use, Planning & Development in Carroll County; and as Planning & Zoning Officer for Anne Arundel County.  Most recently, he was Assistant Secretary of the Maryland Department of Natural Resources where he supervised the Lands Portfolio which includes: State Parks, State Forests, Engineering and Construction, Land Acquisition & Planning, Wildlife & Heritage, and the Maryland Environmental Trust.  He began his planning profession as a Demographer/Public Facilities Planner for the Maryland-National Capital Park & Planning Commission in Prince George’s County and he spent six years with the U.S. Army Corps of Engineers as a Project Manager.

From 2014 to 2019, he served his fellow Planners from across the state as President of the Maryland Association of Counties Planners’ Affiliate.  He was a registered lobbyist and previously represented Carroll and Anne Arundel Counties before the Maryland General Assembly.

Hager possesses multiple degrees and certifications, including the University of Maryland’s Academy for Excellence in Local Government, and he recently obtained his Maryland Real Estate Brokers license.  Earlier this Spring, he established Hager Land Use Consulting and provides Planning, Zoning, Natural Resources and Land Use services to clients on a statewide basis.  He lives in Annapolis.
