Judith Neighoff is a seasoned commercial real estate professional with over 35 years of experience in real estate, development, and construction. She has been licensed since 1989. Judith began her career by working with developers to market and sell homes in planned unit developments (PUDs). Since then, she’s built a reputation for being both strategic and hands-on.
Today, Judith works with investors, developers, and joint venture partners to acquire, reposition, lease, manage, and sell income-producing assets. She brings an entrepreneurial mindset to every deal and remains focused on delivering results.

Her career started in residential real estate. Judith held her MHIC license and served as a general contractor for new builds and distressed property renovations. This work developed her expertise in zoning, permitting, budgeting, and risk mitigation. She also handled hands-on property management—experience that continues to shape her commercial advisory services.

Judith is deeply involved in her industry and community. She serves as Executive Director of the Anne Arundel Association of Realtors Legislative Board and is a committee member of the Urban Land Institute’s Rising Tides Initiative. She is also an advocate for the Anne Arundel County Arts Council.
In addition, she has served as a board member for both the Severna Park and Southern Anne Arundel County Chambers of Commerce. She is a past president of the Southern High School Sports Boosters and is a current member of the Anne Arundel Commercial and Industrial Association (AACIA). As a breast cancer survivor, Judith proudly mentors and supports others through the Wellness House of Annapolis.
